Default Has this ever happened to anyone else?

I'm a purchasing agent for a govermental agency. I get this call from a company that sells computer related products(ink, toner, etc) that said they did business with us before,so I took his word for it. He talked about how "valuable" we are to them, etc, etc. He mentioned that we were still "locked in" at our old price and wanted to thank me for everything. I found it as an odd call. Well, a week later, I get a shipment in from this company with 3 orders of toner, totaling $1,500. I went to my supervisor and she approved it because we were low on toner anyway. The same guy calls back a month later and offers me some gift cards and whatnot and then proceeds to tell me that we're still "locked in" at our old price. I never tell him to order anything and he makes no statement saying that he's sending any. I never receive any gift cards, but a week later I receive two shipments with 6 cases of toner totaling over $3,000. I call the company and ask to speak to the guy,and of course, he's not in. So,I send the toner back.

A month later,he calls again. This time,I'm ready. He starts off with his same opening speech, then tells me we're still "locked in", so then I catch him. I tell him that I just did inventory, and we have 8 cases of toner, and we would be good for another 2 years,so we don't need anymore toner. He then tells me that he's going to "cancel my order". I told him that I never ordered toner from them and he said that it must have been a mistake.

I get a call today, same company, different guy. He starts off the same as the other guy. I told him I didnt need any toner, and that I wouldnt need any until late next year, and he proceeds to tell me that he has to send out atleast one to "take me off the call list". I tell him that I never ordered anything and to take me off anyways. He wasnt too happy.

Has anyone ever encountered this? How can I stop this?
