when can you claim fluency in another language? i've heard many other people comfortably say they are fluent in a language, yet i hear them and they don't speak it well or understand it at all.

i've studied a language and i understand it extremely well. i have excellent writing skills (people have thought i was a native speaker from my writing). when i speak it i am slightly shyer and am less confident than when i write. however, there are some words and phrases i don't know and i need a dictionary for. i can't say it's perfect at all, but it's pretty good.

what would i say to a job interviewer or any person when asked about my language skills? i tend to underestimate myself, but don't want to overestimate myself either.

I know in Canada there is a fluency test for French. Not sure about other languages. They give you a test and you get a fluency card that you show to employers.

Most of the time though, they will have a conversation with you in the language and see how you hold up.
