Default Why are some jobs paying near minimum wage when the average wage is way higher?

Like for an administrative position that has the same duties and responsibilities and the same requirements of my last office job but it pays $7.75 or $8 an hour.
I got paid $12 an hour at one job related to. I saw one job offer that paid $7 an hour. Minimum wage is $7.25 an hour.
