Default How to handle asking about an informal offer?

My husband was informally offered a position that had not received an official requisition. the person offering the position personally asked him to submit his resume once the requisition opened. Now two months have passed and there has yet to be an open requisition for that position. He e-mailed him a month ago and there was no response... He wanted to know if he should call him or drop by his office to ask him about the position. So he's wondering if it's going to make him look bad or desperate if he asks about it in person. Any thoughts?
Sorry I should have been more clear. He works at that compay now. It's just someone from a different department that wants him. It's a managment position, which would be a step up for him. So the guys office is in the same building since it's the same company. He's just wondering if he should ask him again about the position since he didn't receive a response after that e-mail he sent him.
