Do you have to give Character Referrals to be a Police Officer?

I want to be a NYC police officer, do I need to give character referrals (letters of recommendation for my character basically) when I apply to be a Cop. I think I read somewhere that I need to give at least 5 of those so the agency can follow up on my character before considering me as an applicant. Is this the case?
