Where would a new CNA get a job? I am schedled to take state board but having a hard time getting a job with no experience and no state certification yet.

Try a temp agency, employment agency or a home health agency. You should also apply at nursing homes and hospitals.
I am an RN, but got my first CNA job while a student at an Employment Agency for CNA's.
