Default Is 60 days of severance pay equivalent to 2 or 3 months, based on a 40 hour workweek?

Expo Design Center, through its parent company, The Home Depot, gave this statement that "Employees will receive at least 60 days of severance pay, health insurance and job-placement help." In fact, the company paid 40 days of severance, claiming that was what they "meant."

40 work days=8 work weeks. You could argue that's 2 months. You couldn't do the math?
