Sorry, but as you've noted, most of them are scams, and the ones that aren't don't actually pay anywhere near what's promised.
There are legitimate work at home jobs out there, particularly in the "virtual call center" area, where you'd be a customer service rep helping out callers.
Before pursuing anything like that, I'd suggest sticking with companies you've heard of, and researching online the one's you haven't. If you can't find anything at all, I'd say that's a pretty good indication that the job isn't legit.
