how can i have a job if no one let me even try for a interview?

why cant i find a job ,when i have 5 years of experience in Managment in retail,always the same awnser no vacancies at this stage or more qualified people had apllyed for the same job ,i speack 3 languages all european and lots of experience still same agencys when i ring say dont have any jobs at the moment?how a retail agency dont have any jobs
