Default Can I withhold rent for a plumbing problem?

I have a two bedroom apartment within a major apartment complex... Something fell into one of the toilets and is stopping it from flushing, so its inoperable... I've filed a service call almost 3 months ago, and the office says they don't have a tool to pull the toilet... I've been checking up since then and still no repair in sight... What coarse of action can I take for this inconvenience???

You can have it fixed yourself and hold those funds out of your rent check. Keep the receipt though (in case you need to take them to court). Also, it is your right that they fix it so you might want to check which local authority to file the complaint with.

**To the person below me: reread the Q. He states he has more than one toilet.

So what are you doing since the toilet won't flush? Did you put in a service request in writting? If not chances are no one gave any thought to a phone call,we certainly don't.
You cannot ever withhold rent unless you want to be evicted.You need to go to the office and talk to the manager face to face. If it's a large complex you are getting lost in the shuffle. But it does not give you the right to withhold the rent.
Something is a little strange about your story.The whole 3 months without a toilet thing makes no sense. Most likely you will be charged for any and all repair because it is your fault that the toilet is not working.

I would say small claims court.
If you withhold rent they may withhold your right to the apartment.
