Default housing help-- Housing discrimination-legal advice section 8?

We live in an apartment building and the tenants under us have been purposely playing there musice everyday ALL DAY long...The reason they are doing it is because of our 2 children who play. My oldest son who is 4 is not here ALL day-- he is in school and doesnt come home until about 8:00 when his father picks him up. So it is usually just me and my 2 year old-- who makes some noise but not that much.we had a verbal agreement and his words were " you can make as much noise as you want from 9 in the morning until 9 at night i dont care just give me the weekend".so thats what we did. He has FORCED us out of our bedroom because thats where the music is. he has made threats to my family-- he claims he has guns.. we have called the police plenty of times who has done NOTHING... we have made 5 or 6 noise complaints in the past month. the landlord--who is this mans FATHER-- says nothing can be done. I knowww that he can evict him but he doesn't want to because it is his son. We have recordings of the date and time of the music-but i got fed up with keeping track of it all. I was wondering what can be done? Can I file a housing discrimination form??

I was reading it and it says i can based on the factor that I have children under the age of 18 in the home..also if i do what will happen? I do have section 8-is there anything they can do? and is there any legal steps i can take?
