(I have been submitting applications to different places, as well as online. I have had one interview, but no call back.)

You realize that in a tight job market a kid in high school is going to be the last in line? OK- now, move your work experience down to the bottom. It is the least important thing on your resume. Put related skills right under objectives. Emphasize your strengths!
Then place "unrelated skills", but re-name them...additional skills, or something better sounding. Then put in your educational info. If they get that far, odds are they'll be willing to take a chance on you.
You may also want to consider interning- especially at a local political organization. It can be a great way to network!
Keep applying! Don't give up- getting a good job is hard work!
