Easy question about the web!?

A question on my recent IT 101 test stated as follows:
(true or false) A website is a collection of related Web pages.
I put false, since a website cannot contain just links to other websites; that would get us nowhere! I was about to explain to my teacher my answer and see if I could get the question right but decided I better be sure first. Who do you think is right?
